Is it normal, or is it not critical, to have 900 external links on the site from one IP address?

I've been doing SEO for a long time, but to be honest, for the first time in 6 years of my work I meet so many links from one IP address - 900 pieces, there are no more links, TIC of course 0. Everything is shoveled on the Internet on this topic. I just can’t understand whether this is good or bad, intuition suggests something is not right, I would like to hear the opinion of experts.

I checked through the MegaIndex service, the fact of the matter is that they are all different, it’s not a draft,
I turned to the donor site, they write that they are dynamically generated, since the site has internal filtering by city, also that the link to our site is closed from indexing, I have a personal question.
Could it be that the link is closed from indexing, and authoritative software sees them as unique links?
Is it actually real? Maybe they hang noodles on my ears? I just don't know who?

I support the top speaker. Check the site for pessimism. Then it will definitely be clear whether to bother or score for now. Links should be thematic, domains at least different?
