Is it normal for MSI 2080ti to run 3400rpm cooler at 90% load?

In simple coolers stand. As soon as I go into any game (for example, Kingdom Come Deliverance), then immediately after 5 seconds the video card starts to make a terrible noise , and at an average temperature of 63-69 degrees it produces 3400 rpm .
Basically, the middle and left fans spin at this speed (if you look at the video card the way it is installed in the system unit), but sometimes the right one accelerates to the same speed.
Whereas this was not the case before. Under load, the computer was quiet. After what happened, I don't know. I was playing another match in PUBG, so at some point I heard through my headphones that a car drove right under the windows, and this is exactly how the fans accelerated.

check your video card heatsinks. dust could accumulate, so the fans howled.
