Is it normal for a clean Ubuntu Server to use almost 400MB of RAM?

I bought a VDS, changed the ssh port, closed the ports with a firewall, disabled root ssh login, installed NTP. It basically everything that did on the server. The server is only 2 days old. I type free -m and see the following picture:

The amount of RAM at the rate I have is 512MB. I'm not a Linux expert, but it seems to me that something is wrong here. In my opinion, the system burned out all the memory in an incomprehensible way. Can someone clarify the situation?
