Is it necessary to describe the content of the site in the TOR for the programmer if you transfer the layout to him?

But further on the plan, you need to write out more specific details - entities and their attributes or data and lists. On the layout, forms with fields and buttons are clearly drawn, blocks of the article type with all attributes (category, date, author, etc.) meaning?
