Is it necessary to describe the content of the site in the TOR for the programmer if you transfer the layout to him?
For example, I listed "cross-cutting elements", "unique pages", "other pages" in the TOR. This is all right, since it is more convenient for a general understanding and "assurance" of the scope of work. But further on the plan, you need to write out more specific details - entities and their attributes or data and lists. On the layout, forms with fields and buttons are clearly drawn, blocks of the article type with all attributes (category, date, author, etc.) meaning?

Yes.
Actions happen on the layout, actions touch elements, and reactions happen.
If you want to get what you need and demand a result - it must be stated.
