Is it legal to use "rus" in a domain name?

In particular, I want to use a domain like www....rus.ru. And this is not a lot, not a little - the designation of Russia and belonging to it.
I also found the following text here : "Using the RUS string for a domain name is prohibited by ICANN rules, since RUS is the designation of the Russian language (Codes for the Representation of Names of Languages) according to ISO 639-2."

So I understood from the link we are talking about the top-level domain (domain zone) rus and rus. From above they ask - why it is impossible to make a domain name rus, and from below they answer that this is the designation of our language.
If it were forbidden to use the word rus in the domain name, then you would simply not be able to register such a domain.
