Is it legal to use images on your site with someone else's URL (vk.com)?

Is it even legal to insert images with other people's URLs on your site?
For example, VK has a bunch of interesting pictures in the form of flags at a convenient url: vk.com/images/flags/ru.png
Can I use them on my blog? For example, if you make a list by country on the main page of 50 countries, do you get 50 queries on each visit?

Copyright does not say anything about this, these are just technical details of using the picture.

Usually not. But such flags are often taken from well-known collections. The same flag, pixel for pixel, hangs in my tray (Punto Switcher) - so it interested me, and I found the source: www.famfamfam.com/lab/icons/flags/. You can, they are, in fact, PD (any use without any conditions).
