Is it legal to engage in web development without paying taxes? How long?

You can work as an individual and take payment for your services until you are interested in tax workers, but rather this will happen on the complaint of a disgruntled client. In this case, you will have to pay 13% of the amount received + a fine and penalties (they are insignificant, depending on the statute of limitations for receiving payment). Criminal liability may also arise (Article 171 of the Criminal Code of the Russian Federation - illegal business), if you cause damage or receive income in excess of 1.5 million rubles. But it still needs to be proven! In your place, I nevertheless registered as an individual entrepreneur with a simplified taxation system, I would draw up contracts with clients as a contract for the provision of services for a fee. In any case, you need to develop a standard form of such an agreement, whether you become an individual entrepreneur or not, moreover, a detailed one with the deadlines for the completion of work,

well, obviously illegal;)
ps if it comes to opening an IP - there is a share from the Elbe, a year of work for free for new IPs (including reporting, certification and consultations)

Not paying taxes is basically illegal.
