Is it legal to automatically fill out forms on public services?

A friend has an individual entrepreneur, sells fruit. where is the edge?
you programmatically fill in one way or another - info gets to Chrome through the OS, and this info is sent as a result in the form of the same POST request ... so what's the difference then?
