Is it legal to automatically fill out forms on public services?

A friend has an individual entrepreneur, sells fruit. He asked for help to automate the application submission on the website of the State Services for obtaining a place at the weekend fair, since there is intense competition in terms of time, and places receive only the first applications submitted within a few minutes after the opening of registration.
Technically, the task is not difficult, but do legal issues arise here?

where is the edge?
you programmatically fill in one way or another - info gets to Chrome through the OS, and this info is sent as a result in the form of the same POST request ... so what's the difference then? What difference does it make who manages Chrome - the OS code through the keyboard input or past it through some software, the
server does not communicate with the person :( alas
