Is it legal to accept payments from European citizens without a legal entity in their countries of residence?

Hey!
Given: there is a small paid service used by freelancers in Russia and Europe. In the Russian Federation, an IP is issued, payment is made in rubles through the Yandex cash desk on the site.
Question: is it legal in principle to work with European citizens in this way? In fact, commodity-money relations are carried out with citizens of other countries, but in these countries there is no legal entity and taxes are not paid in these countries.

There is a subtlety that if the service falls under the definition of electronic (type of hosting, content, etc.), and the customers are individuals, then you need to register as a VAT payer in the customer's country and pay accordingly:

Actually, the "Google tax" in Russia is copied from the similar EU one (and quite crookedly). In the US, this is not yet the case, services are not subject to sales tax (with a few rare exceptions).
