Is it impossible to launch an application working with VK API from Ukraine?

Happy holiday everyone!
I'm trying to make a PHP application using the VK API, but I live in Ukraine. I googled on the Internet that you need to use a proxy. Having visited a site with a list of free proxies, I found out that their addresses change every 15 minutes. Are there proxy servers with static addresses? And in general, am I correct in my approach to the problem. Maybe there are some other solutions to bypass the blocking (except moving :)) )?

1) VPN. You can raise yours on a cheap vps.
2) paid proxies. I really don't see the point in looking at free ones.
3) Hosting not in Ukraine + development on a remote server.
