Is it enough for the web to learn the language of the DBMS backend?

Let's start off by saying that "DBMS programming language" is something you probably don't understand very well. What can be called a stretch is either SQL (which is a query language, not a programming language), or one of the languages in which database stored procedures are written. So if you are good at the latter, then you don’t need the web - you can find a much better job (in terms of money, at least). And if you want the web, then apart from basic SQL, you don’t really need to do anything with the database, except in cases of huge services, which you still need to try to get into development, don’t start with this.
An in-depth study of one element of the technology stack does not insulate you from the responsibility of touching the entire stack.
