Is it correct to change styles in the framework file itself, like Bootstrap for example? Or is it correct to create your own style file and rewrite the code there?

It is correct to create your own styles in your file, and it is highly desirable not to redo the standard ones.
Basic colors, etc. are set via variables, and then everything is compiled together.
