Is it appropriate to publish a site when it is not yet completely crammed with content?

Hello everyone, I'm doing my project.
Is it good to publish a site when some pages are not filled with pictures and texts, i.e. 50% ready. There are about 60 pages - and while you fill it with content, it will take a lot of time, is it possible to throw it into indexing or is it better to finish it to the end?
And one more thing: is the topic about the uniqueness of the text and ranking relevant in 2019? For example, if the text is not unique and a couple of paragraphs are pulled from specialized sites, will the page be added as a duplicate by a Google or Yandex robot?

I recommend publishing the site as soon as possible so that search engines start indexing it, but only with ready-made pages, and publish unfinished ones as soon as they are ready.
About the uniqueness of the text: it is relevant for informational web pages, it does not play a special role for commercial ones, but you need to focus on the issue.
