Work with Oracle Database Standard 11g is required, and only 12c is on sale.
Does the licensing policy allow when purchasing Oracle Database Standard 2 (i.e. 12c) to use the previous Oracle Database Standard 11g?

What about the meaning? 12c supports all (or almost all) features of 11g. I think you can set the parameters (compatible & optimizer_features_enable) to 12c in 11.2.0.4.0 and you will be happy.
And on the subject... Buying Oracle, you buy not only the DBMS, but also its support. And, as far as I remember, support for 11g has been discontinued.
