We have been writing software for a long time. And so the authorities decided that buying Oracle RAC is expensive.
Who can share experience or at least suggest in which direction to dig.

If you are strongly tied to procedures / packages / triggers, then nothing, just redo the program logic.
There is another way, not free, but cheaper than Oracle RAC. This is to try migrating to PostgreSQL.
