Is it advisable to create two mobile applications - for a restaurant client and for a restaurant administrator?

The conditions are as follows: there is an institution - a restaurant, there are customers-visitors, there is an administrator (s). It is necessary to write a mobile application that allows customers to observe the current price of dishes and their availability in general at a certain moment, table reservations, and the like.
The administrator needs a mobile application in order to manually update information about the menu (edit, add a new dish, delete, etc.). Registration and authorization of users through the server, restriction of the rights of users (it is clear for what) is supposed. There are two options: 1) have one application with common functionality for clients and administrators, upload it to Google Play; 2) have two applications separately, for clients - upload to Google Play, transfer to the administrator (s) in a black encrypted box. Supported Android version - from 2.3. Tell me how to be?

Weird question. Make a list of pros and cons for each approach, compare, and now the answer is ready ... For example, you want to change something for the administrator (request specific rights, etc), and the client will "suffer". The android version in one case should be as wide as possible, and in the second it can be twirled more freely.
