No browsers, other clients - why not. At least nginx used to access the backend via http 1.0 with proxy_pass.
If I'm not mistaken, these versions are fully backwards compatible, ie. if you implement the correct work with http 1.1, then everything should work with http 1.0.
I would say they support it, but where and when they use it is another question.
Popular in the sense on the computers of end users? I think there are no such browsers for a long time.
But it is possible to encounter them in general. I don’t remember exactly now (links or lynx) which of the console browsers does not support HTTP 1.0, but there certainly are.
