Is higher education required in the top 100 universities of the country for relocation?

Do I need to get higher education in one of the top 100 universities of the country in order to be able to work abroad? Or is an ordinary technical university suitable?

Education is compulsory, college and diploma are not. But I'm afraid you have little chance, because using the search is too difficult for you.

I have several friends who left the country a long time ago .... All of them have diplomas from Omsk universities: Omsk State University, SibADI (I don’t know if they are in the top 100 or not).
