The fee is charged only for additional features: https://about.gitlab.com/pricing/
The set of features is the same for both SaaS and when deployed at home.
When deployed on your servers, unlike SaaS, there will be no restrictions on storage and CI / CD Minutes

Depends on the goals. I have had my personal GitLab up and running for a long time and it works quietly for free, all my code, pet projects and notes are there.
