I don’t understand, is GitLab free to install on your server or not? Installed the version from the Omnibus package installation (recommended) section https://about.gitlab.com/installation/. Everything works, what is the License section in the Admin area for?

I'll answer my own question, maybe it will help someone. There are 2 versions of Gitlab: Community Edition and Enterprise Edition. They differ in premium support and additional modules. When installing EE without a license, you get the functionality of the CE version + some free features from EE without limitation.
The only benefit of installing EE without a license is that you don't have to rearrange GitLab if you want the EE edition.
