Is Cloudflare DNS completely free?

Do I understand correctly that Cloudflare DNS is completely free and you can add several domains to one account, change NS records and use certbot with a dns plugin to renew let's encrypt wildcard certificates automatically? Or do you still need a different tariff plan for this?
