Is Bitrix suitable for bulletin boards?
Is Bitrix suitable for ITS STRUCTURE (database, infoblocks, HL-Blocks) for a bulletin board or is it better to use sharpened php scripts?
About prices, requirements for hosting and developers, this is understandable.
In other words, a purely technical question - is it worth taking Bitrix as a basis, or is it easier / better to use a script that is self-written or sharpened for the bulletin board.

If we are talking about an abstract bulletin board (or a spherical horse in a vacuum), then yes, it does.
And already further, when you start looking at the parameters, you will understand what and how.
For example, with a budget of 500 rubles, Bitrix will not suit you (there one hosting per year will cost at least 5 thousand, I'm not talking about paying for the system itself).
Now only 2 justifications can be given:
1) Target (is there money to buy a system, a server for it and the expected load and developers

If the answer to both is yes, then it fits.
If in doubt, it’s better to take something specialized (there will be less chances to miss)
