At the moment, there is no ban on working with cryptocurrency on the territory of the Russian Federation.
However, so are permissions.
There is a letter from the Central Bank of 2014 , which explains the risks of using cryptocurrencies, and that the work of legal entities with them can be considered as a potential involvement in dubious transactions.
In practice, an order was issued by the prosecutor's office to shake the yurikov, which was done. You can’t directly exchange crypto, so they threatened with checks and other troubles, so almost all legal entities in the Russian Federation, related to cryptocurrencies, turned off.
There is also an attempt by the Ministry of Finance and co. push through the law on the ban on working with cryptocurrencies, by recognizing them as money surrogates and establishing administrative and criminal liability for working with money surrogates. At the moment, there is no definition of money surrogates in the legislation, as well as responsibility for their use. This effort has been going on since 2014. The deadlines for adoption have been called several times, but so far they have not been met. They undergo a regulatory impact assessment, after which they can be submitted to the Duma for consideration and can already be adopted there.
