Is anyone having issues accessing vuejs.org (and some others) from Russia?

I noticed that very often I can only open vuejs.org through a proxy. at the same time, most of the resources, also dedicated to vue, open very rarely without a proxy, mostly I see "Unable to access the site". Through a proxy it always opens perfectly. At the same time, it opened normally through another provider, I thought that my dip had a jamb. But today I noticed that I didn’t open through the other either. In general, the problem affects many sites, but most often I encounter this when I go to resources related to the Vue. This is true. Solved using, for example, vpn. Buy inexpensive VDS for DO - $5 per month. Put, for example, this: https://habr.com/en/post/354632/ . and suddenly, unexpectedly, everything starts to open up! ) There are other solutions.

For example, antivirus, last week Yandex stopped opening in Chrome, moreover, only on one profile, moreover, you turn on the VPN - it works. To be treated by disabling web protection, but this is not a solution, but ... "an analgin tablet when a knife sticks out in the back" ... and most importantly there are no logs (too lazy to look).
