Is AngularJS for a website and for a mobile application the same thing?

We are going to order the development of a service, the front of which will be on AngularJS
After that, a mobile application will be created, it can also be created, as far as I know, on AngularJS.
Does the fact that the site is built using AngularJS make it easier to develop a mobile app?
Or are we confusing round with soft, and these js frameworks on different platforms don't have big points of intersection?

Is a native mobile app a requirement?
If yes - IONIC will make life easier if the web application is on one of the latest frontend frameworks (such as Angular).
If a native mobile application is not necessary - look towards PWA - we write once on the same angular, and we get an application on the web + "applications" for all platforms (+ goodies like offline access to the application)
In any case, everything will depend on the budget and developer experience.
