Is an online checkout required for a recommendation site outside the Russian Federation?

Good afternoon, colleagues.
Developed a referral service. To accept payments, I fasten YandexKass. The service is designed for the foreign market and will not exist in the Russian Federation at all. BUT because YandexKassa obliges me in this particular case to work as an individual entrepreneur, i.e. in white, the question arises - is an online cash desk also needed in this case?

If you are a tax resident of the Russian Federation and sell to individuals (including foreign ones), then you need it. The online checkout is mainly about revenue control by the Federal Tax Service, and not about the promoted "buyer protection".
But if you fall under the deferral , then you can not itch about this until the age of 21.

I would think about the question in more detail and somewhat differently.
Do you even need an IP?
Individuals can also work perfectly in white.
An individual entrepreneur, of course, has fewer taxes, but - as they say, there is one caveat - an individual entrepreneur is liable with all his property (unlike an LLC, which is liable only with its authorized capital).
By the way, the question is very interesting.
Personally, I think that no, it is not needed - this law is valid only for Russian services.
You have nothing to do with the money of your compatriots, therefore you do not need a cash desk.
Well, when you receive money from abroad, you simply pay the due amount of taxes.
But it is interesting to hear other reasoned points of view on this issue.

Isn't it better then to use the "cash desk" (payment consolidator) in those countries/countries where they pay?
And at your place of residence - to receive already consolidated income (non-cash) and thereby avoid a bunch of smut with 54FZ turned inside out for foreigners)

If anything, the Yandex cash desk itself does not oblige you to use their OFD. It only provides such an opportunity. With regards to the obligation of business to the tax answer, I do not know yet.
