Is an IP suitable for starting a startup?

Hello everyone
I am in Ukraine
Now registered as a private entrepreneur (form 3), can I register my startup for this state of emergency at first, or is it necessary to open an LLC?
The startup is initially designed to accept payments from outside countries (Japan, the EU, the USA) , does it make sense to register a business in Ukraine at first or look towards offshore / EU / USA?

In general, forget about such a business with currency and foreigners in Ukraine and open an offshore, all the advantages at once - Stripe, full-fledged PayPal, Skrill, etc.
