Sometimes required, sometimes not. But the competition among juniors is so high that it is better to have as many reasons for hiring as possible.
Definitely need to at least see how you write the code, and whether you divide it into any logical modules. This gives the developer the opportunity to think about whether to give you a technical task, or just skip the resume. And it also allows you to evaluate whether the code in the portfolio was written meaningfully by you, or just stolen from the github repository.
When he sees beautiful code from the "portfolio" and ugly noodles from the test task = everything becomes a reality :)
If a person is strong in soft skills, he does not need a portfolio
