Is a new account created the first time I sign in with Google?

The site has an entrance through Google which works immediately. How does it work, create a new account? And why is binding not required, it turns out that if there is a standard account, then Google creates another one.

Who said it's a must?
For example, I make a new account for the current pet project if there are no accounts with such soap yet, and link it to the existing one if there is one.
But this is me, and someone decided to do it differently. There doesn't seem to be a standard.
