Yes it is. For concealing tax amounts (for all time) above a certain limit (either 100k, or 500k, or higher), criminal liability for up to 5 years in prison threatens. Everything is written in the laws, + a fine for illegal entrepreneurship, because if you do not file declarations, you are most likely a physicist (an entrepreneur simply will not be allowed to do this and very quickly) with all the consequences.
