Instance storage is not a hard drive, it is an image of the instance from where it will rise at startup.
160GB is the Ephemeral store, the local disk of the hardware. It is 4 times faster than EBS, survives a reboot, but disappears with poweroff. It is usually mounted automatically in / mnt.
For EBS we pay separately for the partition size + disk operations.
I also remind you that a separate payment for network traffic, and in my opinion, is not very frail compared to any other hosters.
