Is a 13 inch screen enough for web development?

I want to buy a 13" macbook, but I'm worried that the screen will be small ... should I take or take 15"?

15 is not enough) You need an external monitor for 24+, and preferably two.

Why do you need 13 "?
To carry with you and work while squatting? Then the question is not about the convenience of work, but about the convenience of carrying.
To carry with you to meetings and look cool, or just carry with you and look cool? What's the difference then, how convenient it is to work in.
If you don’t carry it with you at all, or only home from work, or from the bedroom to the kitchen, then 15". Or 17". Or 13" and a monitor.
Usually 11 "- 14" are taken for trips or work where there is nowhere to attach the ass yourself.

No, not enough. Make quick edits, yes. Developing with only this screen is a pain and suffering even for the back-end. I am now seriously thinking about buying home 1-2 monitors for work.
