Iron for a small server

At work, there is a desire to assemble a small virtualization server, literally 5-10 virtual machines. Small loads: several web applications, DBMS for tests, several network services, etc. Those. no applications under constant load. No super critical data.

Here there was a question of selection of iron, and in particular, there are several questions:
1) Do you need a hardware RAID? I used to think that without it, nowhere, everything would hellishly slow down. Now I doubt it, maybe a software raid and top hard drives will solve all the problems.
2) Does it make sense in a server motherboard and memory with ECC? Do I need to pay attention to the timings of the RAM, or will I not notice the difference?
3) What will be more important for the processor, frequency or number of cores? Will hyper-threading help?

If the AMD FX8150 config 32 GB RAM + controller for RAID would take small loads, you can hang it on an SSD, but depending on how much space you need for machines,

Please, server platform with hotswap, no raid.

The same, without hotswap and raid, the percentage is 200 MHz less, the price is 14000 less.
The only limitation of this platform is 16GB of maximum memory (at least officially)
