IPv4 network setup. Loads sites, but does not load Steam and other clients. How to setup?

With these network settings, it is possible to use a browser and Skype. Programs like: torrent, steam and wow refuse to start. If the DNS is not registered, then the sites are not loaded. What could be the problem? College router, I can not configure the router itself.

The ports on the college router are cut / not open.

God, have you tried to specify the primary dns 192.168.89.50 You
can not specify an alternative at all.
Also Steam and Wow if this is not the server part should work.
