The iPad safari emulator is only available in the iOS SDK, but is not needed for website testing. You need to download and install the normal version of safari. Then activate the developer tools (Settings -> Add-ons -> Show the "Development" menu in the menu bar). Next, you need to disable flash.
After all these steps, you need to set the "Development" menu item to the User Agent Safari iOS xxx - iPad
