IP-telephony for home, where to start?

Our new building is being handed over soon, we will begin to make repairs.
I want to set up IP telephony right away at home.
What I would like:
- use of conventional telephones.
- direct Moscow number (499 or 495 - it doesn't matter) for incoming calls.
- automatic selection of operators for outgoing calls. For example, if you call on city Moscow - then sipnet, on a mobile phone - Skype or something else.
- Automatic call forwarding (5 rings to home, no one picked up the phone - transfers to cell).
- 2 lines. My wife loves to be on the phone.
The price is also important, if the subscriber turns out to be significantly more expensive than MGTS, then there is no point.
Are there ready-made solutions? Do I need to keep a server for these purposes, or is a voip gateway enough?

Several options come to mind:
1. The easiest way is if only SIP and regular phones, for example 2 pcs then Linksys PAP2T,
if you have a city one then Linksys SPA3000;
2. There is also a wonderful phone Siemens Gigaset C470 IP in itself has 6 SIP clients and a city line;
3. If there are various muddles with redirection and choice of provider depending on the dialed number - Asterisk (soft mini-PBX) can be your own (I have my own) or someone else's (there are companies on the Internet that give Asterisk for a fee or with restrictions)

ONE phone is good ... And what, for example, will your spouse do at this time? What phone to call? Here is such a box (7140) that will allow you to have up to 10 operators for incoming / outgoing communications and two lines for receiving / transmitting calls ... For example, I have a German number connected and my sister calls me as a “local” number ... Also connected are several "Russian ” numbers in different cities of Russia ... well, everything else is “about the Internet” ...
PS For some reason, a device that is terribly unpopular in Russia ... Probably too “incomprehensible” for our mentality ... It’s easier to “pile up a system manager” ... and it will be “like everyone else”, than to use a wonderful device ...
Take your analog devices, Linksys PAP2T and either asterisk or look for a service that allows you to create different directions depending on the prefix
Ordinary VoIP DECT phone will solve all your problems. I have this one , plus a number with code 499 for free (280r / month, 100 outgoing minutes to Moscow numbers for free). To mobile numbers - through pctel.ru.
