As far as we know from the rules of habr: And more. If a user is caught trading in invites, he will be expelled from Habr forever. The same fate awaits those who took advantage of the purchased invitation - everything secret becomes clear.
This is understandable. Sale prohibited. And what about the exchange, not for the sake of trade, but for the mutual achievement of goals?
On the fingers:
Person A has an invite to Habr. Person B has
an invite to another IT resource.
Is the exchange of invites legal, provided that A and B are people related to IT and want to help each other?

Based on the Civil Code of the Russian Federation: barter or barter are two contracts of sale, with the encumbrance of both parties with identical obligations to each other.
So for the exchange you will be punished twice as much. It's easier to just sell/buy...
If you gave someone an invite for free, and someone joyfully gave you an invite or something else for free, then the rules are not violated.
But if you changed or sold, then the rules are violated.

IMHO barter is a special case of trade.
It seems that initially the policy of the resource regarding invites was as follows (in short) - the one who wants to get to Habr writes to the sandbox (we consider this an expression of will like “I want to visit you!”). If the article passes the aptitude test, the author receives an invite (it doesn't matter from the admin or the user).
If there is an exchange of invites, then user B (from another IT resource) for some reason cannot get to Habr using standard methods and earn an invite.
IT resources and (their quality) are different.
With a strong desire to get an invite to Habr and the "impossibility" to write a brilliant article in the sandbox, what prevents three friends from buying a starter corporate package for 15,000? 5000 rubles per nose is obtained. Another question is that it is necessary to run a corporate blog for three months, and I don’t see any problems here, at the same time to practice writing articles.
