It can be stored in a database (mysql?), tied to billing (anyway, there is a subscriber there, you can add a couple more fields - the name of the switch and the port). It is possible in a notepad, then just rattle (if there are few subscribers and few operators who work with such a notepad for recording)
You can go differently - write a description for each port indicating the contract number and collect them via SNMP once a day.
