Internet connection breaks?

Hello! I am worried about frequent disconnections in the Internet connection. When you are on the Internet (that is, the Internet connection is not constant, but is activated only at the time the page is loaded), this is not noticeable. But when you download any file (from the market, from the Internet, upload music from a contact), the Internet connection is interrupted and the download of files stops. You have to cancel the download and start again. This is rather inconvenient, especially when the files are >15 mb...
How can I prevent breaks or, if it breaks, try to download again, thereby continuing it?

It must be clarified that we are talking about 3G internet, and not a WiFi connection.
And it hardly depends on the operator. I have MTS and have the same problem. My daily mobile internet traffic is limited to 100Mb per day. At the same time, the operator promises quite a decent speed, and after the limit is exhausted, the speed drops to 10-20Kb / min.
However, as soon as I start using 3G and download a couple of megabytes, the speed immediately drops or a gap occurs. And the next hour at a very low speed. The operator can not this problem, and therefore I suspect that the problem is with the phones. The iPhone doesn't seem to have this problem.
