Intermittent internet interruptions in games?

In general, my Internet lags only in games. I have Lenovo ideapad 100-15ibd (pentium3825u + hd graphic).
Let me explain the situation, I recently played on a friend's computer, and decided to compare the sensations with my laptop, went into the CS:GO game.
I went to the server, I play and I see that it teleports me a little, that is, I go to the server and start spamming the AD keys,
at a high speed, and as if in fact I have to "mark time", but no, I notice that every few seconds I teleports to the side, in the future
this is what I will call "lag".
I thought the problem was in the game, I reinstalled the game, the problem remained (At the same time, the download speed of the game was maximum, also
the speed did not drop) Turned on net_graph, during the lag, the loss, choke, var parameters, as well as these parameters from the server side,
do not jump up, that is, the game does not notice any problems. Through the task manager, I launched network monitoring, during the lag
, the Internet speed graph does not change the value, as it was perfectly even, it remained. I also set the game both the maximum bandwidth (1mb)
and the minimum (125kb), (mine is 1.3-1.1mb) there is no difference, it lags the same. I think it’s possible that my hardware just doesn’t work, I
limit the fps to 20, I go to the server and still lag. I 'm running a local server (with bots), there are no lags on it ...

For the sake of testing, I downloaded Geforce now and ks1.6, in the first case, the "unstable Internet connection" icon popped up from time to time
in the second, on the in-game charts, through the net_graph command, small interruptions were visible. The strangest thing in 1.6, the lags were not so noticeable.
According to the network schedule, again, everything is fine. I thought some troubles with temperatures or with a large load on the percent, but no, everything is in order.

Okay, I reinstalled Windows, it lags, I updated all the drivers in the system to the newest ones, it lags.
Then I installed the second version of Windows 10, it lags, then I installed Windows 7 the same thing.
I remembered that I can connect the wire directly (without a router, before that I just sat through wi-fi)
There is no difference, even when the cable is connected directly. Then I changed the settings of the network card drivers, changed a bunch of all the settings in the register in Windows.
The point is clearly not in the operating system, or in some settings in Windows.

Since I still don’t have a PC or laptop at home, I downloaded several 3D shooters for Android (just online, not pseudo-errands with bots), everything is fine in them.
I’ll write for everyone, the Internet speed is stable, the speed of the jump does not drop, YouTube and Twitch loads normally, like the video itself, such nonsense is only in games. The only thing noticeable, when pinging
Google, the average packet speed is 40ms, there are no picket losses, but sometimes packets skip 80ms

remembered that the people on the forum said that he had a problem with the Internet because of the video, downloaded the driver version 2020, 2019 and 2016, I installed both on Windows 10 and 7, on old
drivers it lags even more often (lol).

But besides this, I have a second problem with which I can probably yell, when I use the Internet on my phone during the game, the Internet disappears, the Internet
disappears for 1-2 seconds, if in the upper case, as I understand it, there are small interruptions for a few milliseconds , then here he stupidly disappears.
By the way, I'm talking about possible problems with the router, because when I distribute the Internet through a laptop, everything is in order.
BUT! Above, I wrote that I used a direct connection to the laptop with a cable (without a router), and the lags were still there.
(And I beg you, I do not need a solution to the second problem, because it can be solved by simply replacing the router)

Summing up:
The problem is probably with the cable, but then why, when distributing Wi-Fi from a laptop, I did not catch lags in mobile games? Friends with the same provider are ok.
The problem with the video card, explains why it does not affect the speed in any way, also explains why the lags in ks1.6 were the least noticeable

What do you say? And now how do I know exactly who is to blame for all this? And how do you fix it...

The connection quality is measured by two parameters:
information transfer speed (channel width in bit/sec)
response speed (ping in ms
) through some nodes on which packets are either lost or slowed down.
You can check if you calculate the IP of the CS:GO server and run a ping for half an hour to this server, at the same time two more pings - to any server of your provider and to some thread of the nearest server outside your provider (mail.ru, google.com and so on )
See if there will be packet drops or delays.
