How to remove ip from black list?
IP (Mail Server) is blacklisted by RATS-NoPtr.
A reverse DNS entry is required to remove from it. How to get it?
Google suggested that you need to make some settings on the DNS server. But I don't have a DSN server.

To set up a writeback, you need to contact your ISP if the server is located somewhere with you, or the hoster if they have it.
Without normal DNS records, forget about the mail server. At best, you will end up in spam, otherwise they will not be allowed to go there.
Once you've dealt with the writeback, write to the blacklist support or check the mail server (usually this can be done through the blacklist site). If the verification goes well, then your address will be removed from the list.
