Interception of joystick commands and control of the robot with it. How to implement?

There is a USB joystick from a well-known company (Logitech)
The question arises of how (it would be very nice to see a detailed answer) you can implement a program - an interceptor for control signals from a joystick and sending commands to a com-port, a handler for this disgrace hangs on the arduino
