Interactive circuit diagram?

Good day.
In my work, I often have to apply a well-established set of documentation and schemes. After another torn and crumpled copy, I came up with the idea of ​​converting it into electronic form, but with small buns.
Namely:
1) The ability to highlight a certain conductor (inspired by this );
2) Installation of a previously taken oscillogram on some sections of the conductor (when hovering the cursor)
3) Work in a browser on any computer without installing special software.
I understand that I will have to redraw the diagram from scratch, since it is not available in electronic form. But I would not want to do this with the usual drawing tools.

See the Proteus package.
I'm not sure, but it seems that in Eagle you have the opportunity to place everything you need. True, all these are commercial modules and you cannot use them in the browser.
But here people are already implementing something similar . Give them an idea.

I drew the diagram in Visio, but there are some inconveniences. It so happened that I started to learn JavaScript, and I also have an intention to develop a web module for schemes, specifically, I have an auto scheme. But so far only in the plans.
