I have a program on VPS hosting. Can I use it to write to the database of my site of another hosting on a Unix system?

In the most general case, yes, it is possible. Although, often, and not the best method of interaction.
But in practice, there can be a lot of pitfalls. For example, if the hosting is where the database and the site are not under your control, there may simply be no access to the database from the outside.
It would be better to consider, for example, http requests to the site, and save data to the database on the other side.
