I understand that there is some kind of error in this file and that the file is being recreated (if I understand correctly) ... but why?
The file itself is here:

Pay attention to the underlined red.
This is an extra character because your file is saved as UTF-8 with BOM. Because of this error.
Resave in plain UTF-8. And everything will work.
