Installing WinPhone SDK 7.1 with Visual Studio 2015?

Hello!
Please help me with installing Windows Phone SDK 7.1 on Windows 7.
I have Visual Studio 2015 Community installed, before that I had 2013 Community.
I have not used the WinPhone SDK before, but now I want to install and try to write something for WinPhone.
When I try to install the SDK, I get an error like in the screenshot. Tried reinstalling .NET versions, uninstalling them, and reinstalling Visual Studio.

Most likely not. Use the Win Phone 8.1 SDK, Win Phone 7 has not been supported for a long time (but if necessary, it seemed to work on VS2010), and phones with such an axis are about 5 percent of all.
