Installing PHP7: Why does the error occur?

first apt-get update
if it doesn't help then you can't install libxml2 version 2.9 for your distribution then update the distribution. maybe it got better.. and someone compiled it.. but I would still update the distribution kit...

Duck libxml2 needs >= 2.9.0, and 2.8.0 is installed
