Installing an operating system on a cell phone?

Hello!
Is it possible to install an operating system for a smartphone on a regular cell phone? For example, take a regular device, such as a nokia 7230, and install android or windows mobile on it.
How can such a process be carried out, if it is possible?

In theory:
* have an unlocked bootloader
* have hardware specifications
* have a built kernel for a specific system architecture on the chip of the desired phone
* have kernel modules written for each piece of hardware
* general firmware for radio modules written taking into account the OS.
Since none of this ever happens, then 5-6 years can be killed to install gents on a vacuum cleaner :)
