I found the CMU Sphinx library. Everything seems to be nothing, but there the devil will break his head during installation and many write that the quality of speech recognition is poor.

Seems like there is nothing else. In 4.1, offline recognition from Google should already work well (Settings->Language and Keyboard->Google Voice Input->Offline Speech Recognition, select languages \u200b\u200band download there).
Here is a description of how to use its API, obtained by reverse-engineering. You can try to connect local language databases by digging a little more into the API, the author did not get to that (judging by the comments below).

In principle, no one wants to release recognition offline. Firstly, they can’t, and secondly, it’s not clear how to deal with a pirate and how to take money for it. For google-advertising, pay off customers, Yandex takes money not sour for commercial projects (only no one gives probably ;p ).
Everyone is waiting for a freebie, but there will be no freebie. There will be an allegedly free android in ... twenty years.
