Installed via npm won't run. How to fix?

I installed vue-cli according to the instructions from github. As a result, I realized that the one installed via npm does not start for me.
I can run if I go to the right folder. What needs to be fixed in the paths?
In general, this is the first time on mac os, I wonder what the problem is.

Add to the end of the /Users/ivankirshin/.bashrc file
and restart the terminal
